A 38 year old man was arrested for a third time in over
three months on a charge of inhalation of a harmful chemical substance.
Police responded to a report of a person stumbling into
traffic. When they responded they found the man on the ground, shaking and
having convulsions. As they tried getting up police noticed the can in his
sleeve. He had previously been arrested twice (in December and
January) for the same offense.
