Bethlehem, Pennsylvania Police arrested a man after catching him twice for inhaling toxic fumes with an aerosol duster to get high. Police noticed the man walking with something in his hand and later found he had both a full and an empty can on his person. The man has bee charged with two counts of illegal substance abuse.
